General Opinion:
I think this is really cool, as it is an effective way of acquiring disposable assets for field work or testing. By using agents without any type of identity or past — who just appear out of nowhere — criminal acts preformed by the Insurgency are much less likely to be traced back to us by government or GOIs.
Usage:
However, none of this was ever actually stated in the article. In fact, there's nothing in the article that explains how it can be utilized at all, only how to handle it. So, obviously, that should be implemented.
Background:
I find the story behind the item itself lacking as well. How did we come across it in the first place? Who or what designed it? The Foundation was mentioned, but no background was given.
Grammar:

Read this aloud.
After approximately 8 minutes…within a 1 meter radius…but in 2 distinct…etc.
Only if you added a number over nine to any of these sentences should you use numerals instead of words when you write.
Ex: "Subject acquired 2 additional noses over the course of 15 minutes."
