This is very … rough. As you already posted this in the Sandbox beforehand, you should ask for feedback first next time. Sentences like

could be easily caught by proof reading.
I see you initially had an SCP-designation in mind for this, explaining the Foundation-centric canon ("Class C amnestics", "Delta Command", etc.) however I don't think the transplant worked out. Many fragments were 1:1 copied, whilst other (at times crucial) parts were left out.
Why is this an "european flag"? What makes it european? Why do you give a full description of its design (vexilological nitpicking not withstanding) when you note how replicas of the design are also anomalous? For that matter, why don't we put up the trivial effort to have every cleared operative carry one of those flags for emergency uses? And why the shamrock — are these irish nazis?
