Interesting idea, I like it. My only gripe while reading it was becoming kind of lost on if whoever got killed within the Liver Network actually died or not, so I had to re-read before I realized
"After regaining consciousness, subjects will report to have been in the Liver Network."
I blame myself, but I do think it could be helpful to add a statement clarifying this when you mention Triskelion "killing" subjects, so as to prevent this sort of thing from potentially happening again.
There is also some leftover text that I believe you meant to remove. It can be found at the end of the fourth paragraph under "Usage."
Other than that, I think it's a good, unique item. +1
