Please think about the following:
This article fells like its just one large Usage segment. Only like two sentences describe the Item. Do they turn instantly to stone or is it a slow transmutation. Surly a livestream of the object would be very effective. Does it have some kind of drop off, since the whole 50 meters yolk would be kind of useless otherwise.

Edit: And the intention behind this is that it is strictly used for military operations, not for use on civilian targets unless civillians are a strategic military target, so a livestream would be both overkill and entirely against its entire purpose.

I think holding the eye or a live stream of it up to a security camera might be an effective use. Does the effect tunnel through multiple camera feeds? If so I would suggest to just have it in containment with a live camera and we only deploy the live-stream. If the effect does not tunnel through more than one layer of separation that should be noted somewhere.
Also, what is live for the purpose of transmission? Is it 20ms, 5s or a full minute behind?
Also, description. I would also like some more of that.
If something has a purpose it would be good to tell that purpose to the reader.
Why risk the item by deploying it only against people that are properly on guard against it after the third time it was deployed? You mentioned mirrors as a way to combat the items effect. Does the thing interact with glasses and reflections?

It can theoretically go through an infinite number of cameras if used this way.
Live is live. The second it comes into view of a camera, its effects would activate.
Any reflective surface would be enough to nullify the effects.

If the effect tunnels we should not deploy the item as described and only deploy the live-stream. If we want we can make a multi monitor ball if we need a multi angle deployment. Buying ~12 3'' monitors and a battery would be cheaper than risking the item each time. How high does the quality of the stream need to be? Would streaming it on Gameboy level graphics corrupt the effect? If not we can probably get these monitor-bombs down to ~200 bugs a pop. (Can this do it? Can this?)
If it works through a digital camera stream the effect survives encoding, but how far can we compress it?
Live is not live. There is always a time delay. The speed between item and camera is not the time I am concerned with. What I am concerned with is the difference between filming the item in America and streaming the effects in Saudi-Arabia on a dial-up connection.
Periscope googles for the handlers, so they can look at it. That should be easier than using mirrors. Just make the shaft length 0 and to the handler it would simply look like their point of view is just the length of the mirrors higher (with two 3cm mirrors they would just be 6 cm taller).

Fun Fact: You can glue smartphones (set to live-stream the eye) to normal clothes or tactical gear and become medusa. Combine the phone suit with periscope googles and you can have a mobile team of operatives that can look at each other but no one else can look at their clothes elst they turn to stone.

It's anomalous. It will always be live with no delay.
That opens up a whole new can of worms though: if this thing is instantaneous, we can abuse it for communications. Just sacrifice a couple of Fairyflies for each transmission. (We can probably go even smaller with some single-celled organisms if you stretch the definition of "eye" and "see".) Going with the low estimate of 200 image impressions per second, you can still get 200 Baud (25 B/s) if your screen has enough refresh rate, with seemingly no limit to parallelization.
I can buy the "reflective surface break the effect" though. If sun light reflected by the moon doesn't affect vampires, that's fair. However, I wonder how much you have to "view" it. Is a single unobstructed path that a photon could travel through (remember: it's instantaneous) sufficient? If that is the case, putting this thing out under the clear sky one night should be sufficient to petrify everyone in about half of the universe who was unlucky enough to be facing towards earth.
And similar to how pixels must "know" whether they depict SCP-096's face outside of their RGB value, this means some interesting interactions with data storage - sure, you can't actually save the effect, but the instantaneous nature allows us to cheat quite a lot with a "filmed feed of a filmed feed of a filmed feed" setup to perform computations in an instant. Not sure if it be economically, but we can probably break cryptography with this.
@Meta: I'm not sure why you would glue smartphones, which are expensive, fragile, explosive under the right circumstances and require special handling to disable all the embedded backdoors (at the hardware level) when you can get the same easier and simpler by probably re-purposing programmable Christmas lights. (Perhaps Sam Fisher was onto something.) Also, just because I saw you link Arduino stuff, I feel that my experience with display tech from WaveShare has been so resoundingly negative I need to make a public and vehement recommendation against even just thinking of buying that crap.

By gluing smartphones to stuff we do not need to figure out the rest. We could try and build a Christmas lights suit, but buying Indian smartphones in bulk (30 usd unlocked) and some hot glue can do the trick. The question is how cheep can we go. Smartphones and glue take out the R&D budget, which while not great in the long term, such a contraption suit can be in operation tomorrow using new phones (the used market is not even calculated in here). If we burn a fake/stolen identity we can get the 1$ with contract phones.
The SCP guys might have automatons to shot Smartphone-Man, but the local police probably will look before shooting.

At the point you are somehow trying to sync up all those smartphones to remotely play the same feed (preferably without it being immediatly obvious to everyone with basic IMSI catcher, netwrok node access, or any other spy tools that already exist IRL, not to mention what the Coalition might have) and glue them to a suit (smartphones are heavy), you'de probably be better of building that stuff yourself.
Also, is there any required refresh rate? Could we just use e-paper displays (and must they feature natural colours)? We can probably get the Medusa suit down to a pretty comfortable and flexible variant powered by AAA batteries … if you crank buffering up to 11, probably even with a local broadcast that hasn't even realized it lost connection to the feed hours ago.

Zesc, There is a limit to the range of the effect, which I should point out in the report later on, (Thanks for bringing it to my attention.) A good rule of thumb is, if it is visible, it will work. If it is not within range of sight, it will not work.
I take you mean "occupies a minimum of steridians in the observers point of view, above their eye's resolution" with "must be visible", because else you'd be contradicting yourself.
Also, does this only work on the optical spectrum? Is human trichromatic vision required? (Probably not, else about 7% of males would be immune.) Is the instantanous effect subject to red or blue shifting?

As the thing is instant, as long as we have WLAN from an access point, all phones are running. You only need to download the stream to a pi through Mobil data and all phones connect to there via normal WLAN. If we are really balling we might even hijack the whole frequency band using a local high power antenna. In the long term, we want a tv satellite slot on our payroll that just sends our stream, since we only need a one way connection.
If your guys on the ground are turning to stone you would not check the mobile data first. By the time they do that the proxy the phones connected to is packed in and gone. The suit is not effective if the other site knows what hit them.
Also, by the way "live is live" was described, I do not think you can actually buffer the stream as the anomaly extends through the entire network, from camera to monitor. The thing does not care about refresh. How that would work with CRT-TVs is another research project.
@Shmock You are now in the unenviable position where the explanation "It just works" has created another anomaly entirely, which is even more useful than the original ability. At this point you could address that in your article, fusing the two anomalies or put a hard limit in your article and spin of all our speculation off into its own anomaly, likely named "Instant Transmission, Jinxed Usable Static Totality, Wide Overlap Relay Key System" or "I.T.J.U.S.T.W.O.R.K.S".
