Anyway, looks like your most recent edit finally got rid of the "us" that's been bugging me.
I don't like the use of text formatting for emphasis, especially in Rosnikov's Note, which makes it read like the ranting webblog of some conspiracy nut. Not sure what you are doing with the Addenda's headline format either.
Is the Item Retrieval team supposed to be from the IA Ops? If so, I'd name drop them.
The biggest headscratcher might be why they blatantly state so much information this thing shouldn't get in it's unclassified Item File; why not just keep the spicy stuff somewhere else and feed someone with knowledge of the "clean" version to it for an alibi? Why just redact some info when the passage where it's occuring is (from a whatsonian viewpoint) not even necessary for whoever is reading the File?
