Carrying ample 800 mm High Explosion shells, bombardment of enemy personnel will be a piece of cake. Will annihilate enemy invaders, infiltrators, killers, assassins, etc. Surviving enemy personnel will be on a verge to the road of retreat when they have tasted the power of the 800 mm Derp Gun.
In my opinion, clinical tone is necessary. Granted, aside of scientific tone, the CI also wants to emphasize the usefulness of an item. So I prefer a blend of clinical tone and the emphasis of the use of items. The example above is obviously exaggerated, but it is a taste of what it would be like without clinical tone. Some may argue that clinical tone hinders emotion of a story, but that is not true. The beauty of clinical tone is the unique method of exploiting clinical tone in turn to evoke emotion in the reader. The content seems bland and cold, but the implications resulted from the details it reveals is what captivates a mind. Yes, clinical tone is extremely difficult, but that is the point of Items. Taking a break from routine tones, tales come to play. If we have tales already, breaking clinical tone for Items would seem pointless.
From an in-universe point of view, yes, I agree with Halsey that the minimum is some basic science that displays an item's usefulness.
Now, obviously, if you manage to refrain from utilizing clinical tone and still make a good Item, then great! But mainly clinical tone characterizes the documents of anomalous items. This is what made the SCP Wiki stand out. The CI is a distorted version, seeing more into the exploitation of items rather than their containment.
