I was actually OK with version 1 and now after reading version 2 feel strangely reminded of the "Disharmonious Guitar".
The last 2 paragraphs seem to belong more to the "Usage" section.
I would not even describe it as overpowered.
I see its method of picking up a signal more as a hindrance. Once the enemy knows about that part your "super soldiers" might just become "super chill" in the heat of battle or there head pops like a balloon.
In a modern city, where there is WLAN everywhere the chance that another signal than the intended one gets chosen and played is very high.
The way to compensate for that would be to have those under the effect of the item to carry there own emitters, but that would lead to them being easily detected. This could actually be circumvented by having the emitter in an outward canceling headphone. But that would be a very distinctive look.
Also, Rick is actually very much liked, so ether the material has a distaste for old internet-culture or it was programmed in some way.
So much for my thoughts on the matter.
