Usage
Deterrent weapon
The phenomenon can be considered an environmental hazard comparable to a small to medium hurricane. To deploy it as such the anomalous tethers (see Project Zeno Fractal Arrow) holding the phenomena at Area 25-6, Area 43, Area 45-C and Area 57 can be cut hitting the Spanish-, United States-, French-, and Chinese coasts respectively. Each such activation would cause high death tolls, cripple the local ecosystem and would require a major cover-up by other organizations wishing for the continued ignorance of humanity. Wind and weather reports are to be observed and taken into account before and during deployment. High winds and little to no rain rain are preferable.
Crop for the production of hydrogen gas and hydrochloric acid
The plant efficiently metabolizes sunlight, cosmic radiation and sea water into hydrogen gas and hydrochloric acid, only needing a carbon sources (Bio matter, PVC, coal) for extension of capacity. It is therefore an important step in fuelling several ships and airships without having to rely on official infrastructure and public markets. Should Area 25-6, Area 43, Area 45-C or Area 57 be deployed as weapons it is estimated that a full replacement of the established facility would be a setback of 3 years.
While the phenomena remains stationary it is to be regularly trimmed and harvested using hydrogen balloons and the local sea level base. A controlled decent of parts from the structure is to be induced via punctuating large connecting elements and draining them of hydrogen via a 3,5 meter long suction pike. The rest of the plant will be harvested at sea level. Personnel are not to remove their security tethers during deployment and should not touch the sticky mucilage with anything but the pike. Local wildlife is to be disregarded. Should parts of the balloon get stuck to the structure, the balloon should be abandoned using parachutes. The structure will eat the balloon in approximately seven minutes after first contact.
Once the plants at sea level have been harvested, they are to be filled with sea water and should float back up to the main body within 3 to 4 hours. Should that not happen the plants are to be incorporated into the feeding mix and feed to the main body during a feeding mission.
In case of a fire in the structure the affected part is to be dropped along the firebreaks and sea level personal has to enter the underwater heat shielded panic rooms of their facility, the door of which close automatically if the stations systems detect a falling object of sufficient size and proximity. Manually closing the doors is also possible. Should the entire structure be made to sink personnel in the panic rooms are to use the provided emergency KO pills and as to preserve oxygen and wait for rescue operations.

Devils Dew or Drosera Voraremare is an omnivorous plant that converts sea water into Hydrochloric acid and Hydrogen. Due to its Hydrogen infused leaves most plants float. Most smaller instances of the plant drift close to the sea surface. If not feed they will remain at a size not acceding 5 centimeters. Their continued conversion of sea water into hydrocloric acid makes them unattractive as food sources for native species and detrimental to the local sea life.
If feed sufficiently, ether by randomly drifting onto floating debris or by descending on man made vessels, the plant will devour the carbon of the prey using its natural stickiness and acidity. Untethered clouds were observed descending on ships at sea and avoiding coastlines leading to speculation about a sun reflection version of sight, as well as base intelligence in the plants. The plants do not avoid coast lines if starved of a carbon source and can be kept away from ships with simple mirror instillation or white painted top sides.
It is unknown which species or object provided the current larger clumps of plants with the carbon necessary to reach their current size of 109 ha (1 ha = 10.000 m²). These large clusters have their own micro climates and sometimes float as high as 50 km. The plant seems to actually be native to this height. Here they form an ecosystem dominated by unnaturally acid resistant lifeforms that seem to eat parts of the plant while also sometimes being eaten by the plant. The largest of such species seems to be a hairless monkey of approximately 25 cm height. It was shown that the creature bleeds Hydrochloric acid but no instance could be captured for further study. The creature does not appear native to our planet and is speculated to be ether extraterrestrial or extra-dimensional.
According to the Insurgency Biologist Kram Happinger and his team the plant itself appears to be not native to our earth as there are no ways the plant could have mutated to its current configuration naturally, but there were also no signs of genetic editing, mundane or anomalous. Further evidence of the plant's origins on another version of earth is that the plant was only first sighted in 2016 as an enormous green cloud that descended upon the ocean created a large suction current and than slowly reascended.
Several large clusters of the plant were isolated by the Foundation or destroyed by the Global Occult Coalition. It is therefore assumed that our installations are not invalid targets do to Foundation anomaly preservation efforts.
Each base associated with an Insurgency controlled group of plants consists of three ships docked in a triangle formation with a harvesting area consisting of a metal net stretched in their midst. The ships used in the construction of the bases were equipped with storage tanks and crew bunkers that double as quarters and communication centers. The ships were further modified to burn hydrogen as well as ship diesel. A base possesses at least two desalination devices based on conventional technology. All ships have white paint deployed an all sky facing surfaces larger than 1 m². Each ship was treated with the anti-corrosive and anti-rust agent extracted from [REDACTED]. Ghostly activity was minimized, but is to still be expected while on base. Reducing ghostly activity further would compromise the anti-corrosive coating and shorten the maintenance cycles of the bases below 50 years. In case of heavy storms the bases are to be secured with the same method as their plant cloud and each ship is equipped with at least one Fractal Arrow. As long as the ships are connected one arrow should be enough to lock the ships in place and make them near impervious to damage and unsinkable. The arrows do not interact well with the phantasmal coating of the ships and might unbind the ghosts from the metal, leading to possibly catastrophic manifestations (in case of an arrow deployment exceeding 12 hours please follow protocol "Flying Dutchman Countermeasures").
Harvested material is to be collected from the bases in a two weak rotation with smaller ships, that also transport food and personnel. Personnel may request their transfer to or away from the base at any time and will receive their transport with the next available transport ship. A two thirds majority of crew may request the transfer of other crew members, which will be executed, with force if necessary. Possession, mental illness and unsafe deployment of Insurgency resources are all valid reasons to seek the transfer of other members of base crew.
